Abilities of item: The shield emits a pulse every 15 minutes it is held that emits a charged blast of concentrated lightning chakra taken from the holder in the shape of a manifested chakra that causes a disruption in any other manifested chakra while the blast lasts for a full 30 seconds. The lightning is not normal lightning for it disrupts chakra and transfers through manifested chakra as well as traveling bursts due to the nature of both chakra and lightning.
